basic fiberglass bonding question

I'm ready to paint the bilge and have chosen the Rustoleum two part epoxy 9100. My question is in regards to preparing for the paint but really applies in general to basic secondary bonding. I have painstakingly scuffed, sanded and abraded every square inch of the bilge in order to get the best bond. However, the depressions of the "waffle" pattern formed by the roving are not abraded and still have that shiny appearance. I have tried different sandpaper, scotchbrite, even wire wheels and nothing seems to be effective. Is there a secret or am I just being to anal?

liquid sandpaper........use one of the prepainting preps....when i did my cockpit it was obvious i wasnt going to abrade the space between the pre formed mini diamond plate that is cast into the deck.........so i gave it a liberal wash with that stuff......and it worked fine.
