RI Cummins Guru

My best friend replaced the engine in his Dyer 29 with a Diamond Series Cummins 6BTA 3 years back. The work was done at a large yacht yard where his boat was a small project.
The engine has only about 50 hours on it. He is looking for a good Cummins mechanic and does not want to go back to the yard that did the install. He has issues of the engine not making RPM. The boat is currently in a private shed and he would like to launch it in the next 2 weeks.
