It looks to me like they mounted the A/C unit.then someone used a fiberglass box to hid a cruise air airhandler.

Well unless the ac mounting goes into the closet space also, that enclosure is too narrow to cover it.
The controls make it a marine air brand and it would be way too noisey up there.

When I had my 28, that was the box for the lower station.

The glass box is definitely the cover for the back of the lower helm on an early 28. I have one sitting in my attic.
