Try wiping it down with Wink, (available at the grocery store in the household cleaning section, brown plastic bottle), followed immediately with a good fresh water rinse. The milky film is most likely a salt film... You may need to keep the rail wet with Wink for a couple of minutes before rinsing. Use rubber gloves!
After clean, follow up with Rejex or CX...
