I have to remove the cockpit side panels to replace a rod holder the question is are the cleats bolted in or lagged.. thanks Russ

They are screwed to a wood block behind the side panels.

While you have the liner out you should epoxy an aluminum backing plate to the wooden blocking for the cleat, through drill the wood and tap the plate so that the cleats are held by the metal and not by just the four big wood screws.

I put some starboard -- free cause I was dumpster diving -- under my cleats and through bolted them with fender washers and lock nuts.
