Looks like a power port with a black weather cover connected by a small chain. I have hand held spot lights that plug into these (in the old days we called them “cigarette lighter” ports).

Possible a wash down hose male connection????? With push/pull switch. Is there a fresh water tank. Same connection for both? Open/close ball valves for use of either?????

Thats What I thought at first. I have all these pictures from the survey and it looks to me like there is a raw water seacock in the bilge that has a hose that runs to a pump and then up in that direction. It also has a fresh water tank near it

At first glance I assumed the photo was of the console area, but if it is located in the cockpit area I would agree with EarlyBird: a hose bib.

Is this better...Sorry I didn't post the full size. It is behind the dinette on the port side.

Okay, I'll go really old school here, I think it may be a dedicated plug in for either and Aldis Lamp or a Radio direction finder (RDF) hand held compass. If it is either one of those it is navigational equipment from the '60s that I have actually used!
