Replacement Bulkhead Installation Question

I removed the bulkhead below last weekend and got all the wood rot in any adjoining areas removed as well.
I'm going to be putting the new bulkhead in this weekend and have a question. I'm not really anxious to undo all the wiring that is going through the piece of PVC (approximately 15 different wires) that was on the port side of the bulkhead. Is there any reason why I could not/should not cut out a small vertical strip from the top of the PVC hole going straight up, notch the top of the new piece of PVC, move the wires through the vertical strip and the notch in the new piece of PVC, fill the vertical void with epoxy and colloidial silica, and then glass the whole piece in with biaxial?
