Hynautic Steering Problem

Pulled into my slip from the travelift using lower station not aware of any problems.
Today from bridge (1st time out) backed out of dock, PANIC no control at all, I was all over the place, lucky I ended on another dock no damage to anyone, Still shaken by it.
Turns out nothing on upper station but lower station appears to be working OK, there is a third hydraulic station attached to the auto pilot.
Manual says 15Lbs pressure, shows 12 but gage cover is off.
Manual says 2/3 full in sight glass which it is.
How do I trouble shoot this? Where should I start? What are some
of the possible things to look for? Any ideas are appreciated. The
salmon are hitting...
Oh this is on a B26.

Pretty sure you have air in the upper station...

Bleed the whole system down and you should be back to good.
