Harris,
The hull, below the water line, has to be sanded down to remove all bottom paint, existing blisters repaired, and then several coats of epoxy barrier coat is applied, then bottom painted as usual. There are specific instructions for each product used that must be followed carefully.

Don't forget dry out time. I've heard 6 months or more mentioned before.
