PFD Usage in New York

Scallop season opened yesterday, one day after a new State law that all aboard a boat less that 21' must wear a PFD. Informal observations on the North Fork show zero compliance with the law. How is the new law being seen in other areas?

Obviously a ploy to revive the boating industry by stimulating the sale of boats over 21'.

Why would you need a pfd when using a 1.5" sharpened pvc pipe to punch out scallops in skate filets?

Those are sea scallops Bruce, these are bay scallops. You use 1/2" for these ones.

It gets stupider and stupider every day. Sounds good on paper to those who don't know. The jails on the East End couldn't hold us all...but then again, there are only a handful of enforcement officers to catch "violators". Almost as enforceable as the cell phone/driving laws. I see at least 10-15 every day driving and talking.
