Rudder Packing

Looking for some advice;

Repacked my rudders. How tight should I tighten the gland nuts. No leaks, and I did not really sock the gland nut down very much. Should they be set to leak a little like prop shafts?

Giff,

Since the rudder shaft is not fully rotational, nor high speed, you can tighten down until there's no leak, and then tighten another 1/4 turn.

The limit is when it starts to feel slightly difficult to move the steering wheel.
