I have one of these on each side. Part of the one on the starboard side is broken off.

Looks like an out rigger mount.

Or Antenna mount.
Fairing block used to plumb any type of hardware/attachment.
Should be easy to remove if not in use.

Outrigger mount. That's where the arm and clamp were, which held the Lee Jrs in place while under way.

The wooden fairing block is where the outrigger was mounted to, you can see part of the old outrigger on the side deck in the bottom of the picture. The corroded part on the side of the Fly Bridge house looks like an old VHF antenna base without the ratchet, looks like someone moved your grab rail forward hence the back mount is an inch forward of where it should be, or someone replaced the original Perko grab rail with a stainless steel unit. The original Perko grab rail mounts had a longer body and were mounted from the back side under the fly bridge and cabin house top, pipe was held in with set screws on the bottom side.
