Lenght for the expansion chamber: Length = 2x the diameter minimum - 3x maximum
4" tube = 8" - 12"

Just typical glass up, the final layer being a surfacing veil that effectively hides the cs mat. After cured, I rattle canned it with high temperature flat black paint.

Some of the design does have to do with whether you have a riser installed or just a down turned elbow and the height of the bottom of the turbo outlet to the water line and if you chose to have mufflers and the diameter of the exhaust system.
Mufflers have baffles and thus do prevent a certain amount of backflow so the surge tubes donot need to be as long and as large diameter wise than if there were no mufflers at all.
Pat has a table for reference but not always has there been room and knowing some of the other parameters makes a difference.
And as always make sure the surge end is higher than the outlet so there is a down hill run. I've seen surge tubes and exhaust systems that are not so water lies in the surge part of the tube all the time.
Should they be needed they are already filled with water so any water volume comming in would have no place to go but up to the engine.
