If you have enough rudder shaft length and enough room between the shelf and the tiller arm put a stop collar below the tiller arm, drill right through the collar and shaft and put a through bolt with a nylock on it. That way the rudder is captive no matter what happens to the tiller arm.

The fuel pump is in the tank. When mine was on the way out it sounded more like something hydraulic running rather than a whistling sound. It would also continue to run after you turned the key off. I guess it was still trying to build correct pressure. That pump, from a dealer, is about a $500 part.

Put a vacuum gauge on the moter and at least it will help to isolate that part of things.

Mike,

A five degree down angle seems to work pretty well. Consider that most enclosed radar antennas have a 25 degree beam width. That gives you 12 1/2 degrees above and below horizontal. Add five degrees to that and you should have pretty good coverage even before you come on plane.

Look into Carbonite (carbonite.com). It is a back up service that I think cost about $50/yr. I got it and fortunately have never needed it. An acquaintance got it, needed it and swears he will never be without it.
