I respectfully disagree. The correct ballpark reference is that the engine will use 10% of its rated HP at WOT and not cruise. You can see that in all the performance reports and basic logic. The fuel burn numbers seem to be correct or pretty close for the 350hp Yamahas. Here is a bigger and heavier boat that would be a good comparision.
