One of the 31's I did was 370. Don't remember fuel burn, but top end was 36 knots. Biggest issue was putting the power to the wheels and loading the engines with the limited prop diameter without pockets. Prop tweaking is a must. I don't recomend pertronix. Any fuel pump pressure guage for reading low fuel pressure will have push on hose connection. Make sure a clamp is used on those connections. You can buy a 10 psi guage with threads and create a more solid connection on ebay cheap. Get a pipe t and install in line feeding...

I've seen, installed and serviced every after market TB and multiport injection system on the market. Fast is one of the better ones but some advice. You only get get one O2 sensor. Every factory system uses 2 to monitor both sides which is much more tunable and results in better AF ratio adjustment...

Seals get old and dry out or the internal coil spring around the lip of the seal breaks and the seal lip is not as tight on the output shaft. Use tef gel on all bolts. Tighten pinch bolts first. There should be a partial groove in the shaft to align flange with shaft.

Those engines should turn 4400 wot.
You don't say if you have a cup or not.
Have you checked physically to make sure throttles mechanically opening all the way open? Your speed seems low vs rpm.

One thing that is overlooked is the drive plate on the flywheel.
Most all gas use springs to take the torque hit. They wear and can create a clunk.
Many flywheel housings have a rubber plug at top. If so remove at see if the springs are loose with a screw driver. Springs should be tight.

You will not be able to feed enough water to the water pump to keep it from starving itself out of the water at anything above idle. A garden hose won't do it, it will suck a 5 gallon bucket dry before you look at the gauge.

Bass Pro has a Humminbird helix 5 chirp with down imaging gps gen for 299.

The oil sump doesn't go to the bottom of the pan so any metallic particles that settles out of solution won't get picked up.
