Woods & other penetrating epoxies do a good job, it's just that most folks that might buy it already have standard epoxy and denatured alcohol on hand. Just a matter of convenience...

In general ballast systems for high freeboard, displacement hulls, water is taken on as fuel is used, keeping the center of gravity and trim constant... I'd bet dollars to donuts that the naval architect had this designed and built in and some bozo yard crew didn't follow design instructions before ...

Rawleigh, Yup, that'd work too... The key is to fill the gap with something that has as little or no shrinkage as possible to glass over. John, Go to your local plant nursery and get a bag of vermiculite . Mix your epoxy with cabosil until it's the consistancy of ketsup, (a little runny), then add the vermiculite to the point that the mix is like grainy peanut butter. Looks to be a zinc to me. Is it tied into your bonding system? Looks to be in good condition, and If it's over 6 months old then I suspect you have a bad connection to the bonding system.

Enough epoxy to fill back up everything that the aluminum doesn't... It'd be a great time to use vermiculite as a real bulk filler. And, yes, try to have the plate as flush to the underside of the deck as possible.

Just depends on loading, but for 18" he'd probanly be fine with 3/4". If it will occasionally need to carry any significant weight, laminate two 3/4" pieces together...
