Dana,

Welding cable is actually a higher quality than standard cable of the same size. Standard cable has less strands and is thereby stiffer due to the individual strand size. For that short run, #2 is fine.

Scot,

Pink color on rubber or PVC is usually due to a mold. It usually only occurs in warmer climates & 1:3 bleach:water spray usually keeps at bay.

Check at a local marine supply or hardware store for black neoprene sheeting if you want to go that direction.

You'd only need to lay an epoxy base over any wood, especially bare wood. Even that might not be necessary if you lay down at least two good coats of epoxy primer, (Awlgrip 545).

It's a far more rare occurance inside of a tank than on a hull bottom, but it does happen. I've seen minor blistering in the bottom of one B31 tank, but because the process is very slow to worsen, it presented no short or medium range concern...
