My best guess without getting in the bildge with a screw driver would be the relay solenoid or the starter solenoid. Mounted on the starter is a "Starter solenoid" When the engines fail to start open the hatch and try touching a screw driver to the little wire on the starter solenoid and the battery...

Hi Mike I installed a 5KW Westerbeke in my Express in 2005. As you can see from the photos its a tight fit but works great.
