Sounds like the basic problem is, not enough stroke or cable travel. That don't have anything to do with the cable itself. I am not familiar with the control that you have but......if the arm (in the control) to which you connect the cable has more than one hole, you should move the cable connection...

Check your pulleys. If the pulleys are steel, rough and rusted, they will eat your new belts in pretty short order.....then your right back to square one.
