Brewster, Its just fiberglass and paint. I love fiberglass. If you don't like it grind it off and start over. If your building a new tank use the dimensions of you hatches to tell the builder where to put you fill pipe (up forward starboard) and draw tubes (aft port) There will be no need to reuse the old hardware-because well..... its old. If its truly mildew try a 50/50 mix of bleach and water. Spray it on and let it sit for 10 minutes or so.
