Its a very difficult thing to successfully coat aluminum in a marine environment. Even after chemically etching it, alodine app, epoxy primer, and urethane topcoat its a crapshoot. Works good to take a hole saw of the appropriate size, minus the drill bit, and wrap your PSA sandpaper around it.
Then use that, carefully, on your drill to sand the radius...
