Dough makes a good point. I have found a significant amount of stretch in the Crusader raw water and alternator belts. It is a regular part of commissioning for us to check belt tension each season. The joint in the raw water hose may also present an opportunity for growth to start and create a blockage.
Maybe check the thru hull shut off and see what sort of flow you have at the raw water pump inlet?

I am no expert - Closer to an idiot, but I believe that is fine. With either material I like the idea of through bolting the C-channel instead of securing it with screws. Good mahogany might hold a screw a little better.

I don't recommend Garmin VHF radios but if you install one and then have a wired extension at the helm https://buy.garmin.com/en-US/US/p/568161 it also works as a bridge to base intercom with a aux speaker.
