That's the read that I get on it too, Tony. That Big Brother, who broght us MTBE in our fuel to replace (I think it was ) lead, and found out it was an an evironmental mess, then told us we had to have ethanol.....Another mess of a different sort. So now they are just saying that the gas has to meet emissions standards without specifying how to do it.
Not surprisingly the cheapest (due to tax breaks) and easiest way to meet emissions standards is to use ethanol for now. So even though Uncle Sam doesn't *require* ethanol, we can all still expect to get ethanol in our gas.
The only bright point is by allowing the sale of fuels with no oxygenate at all, it opens a door for retailers selling to non-automotive uses, like boats, planes, and snomobiles, to sell non-ethanol gas. Whether that will happen remains to be seen, but at least the possibility exists.
