Andre,
I have a hard time believing that the oil companies are not benefiting in some way, tax credits or something otherwise as powerful as the oil company lobbyists are, this mandate would be shut down especially since the current administration is oil friendly if they really didn't want it.

Politicians are too stupid to come up with legislation on their own. They are pressured by outside sources to create legislation that will benefit lobbying groups and the companies they represent.

Follow the money trail and find out who is in line to make the most money from this blend of witch's brew.
