Your friend is EXACTLY right. There needs to be an opportunity for a chromium oxide layer to form. The lack of that oxidation is the precise cause of crevice corrosion, and the same thing as the corrosion your friend is talking about.
The good news is that once the chromium oxide layer forms it's pretty much there for good. Hence one should passivate all stainless prior to use.
Also there can be trouble if the stainless is in an spot where the chromium oxide layer is continuously being rubbed off, corrosion can get a toe hold there too.
Maybe someone who knows more chemistry than I could figure out if exposure to ethanol, a source of oxygen, would facilitate the formation of the chromium oxide layer....it sort of seems logical that it would. If that were true I would worry even less about crevice corrosion.
