Bob- In an attempt to answer your questions: Using Marvel Mystery Oil is better than not using it. Yes, you should assume that after 23 years of use, there IS some sediment and varnish at the bottom of your tank. The problem that the introduction of ethanol is that it will act as a solvent and first start loosening and "cleaning" it. Your filters will catch some of it, but not all. Access to the interior of your tank would be through the sender or the whole top plate where your hose fittings enter.
New habits have to take place. Heavy use of stabilizers if you don't use the boat regularly.
Winter storage should be with the least amount of fuel in the tank. Inspection of the plugs regularly looking for shiny black residue. Removal of the carburetor looking for shiny black residue on the bottom at the first sign of lowered performance. Regular useage of a foaming carburetor cleaner just before shutdown.The thing in your favor is that you have one of the later Bertrams whose tanks MAY have been made with a more resistant resin.
