The 70's and now

Correct me if I am wrong, but after a discussion with Charlie Haws today, he pointed out that during the oil crisis of the 70's ethanol had been used to stretch our supplies. Now if this is true, then how come we are only realizing an ethanol problem now. If the formulas were the same then these tanks should have gone by the wayside 35 or more years ago.
The rocket scientists are saying it is eating the fiberglass. So what is different now that the 1970's ethanol didn't have? If it's the same, then nothing should be happening to our tanks. As Charlie mentioned, there has to be more to it than just the ethanol.
Every time you turn a corner on this situation, it seems to set you right back to square one.
