Bruce,
A gas chromatograph should answer what type of material is the source of the goo (sugar, rubber, amine/-ester, hydrocarbons, etc).One question, from your experience, is the goo homogeneous in color, texture and viscosity ? If not, it may be likely that there are multiple constituents (and sources).
I had also read that Bertram used vinylester resins in their fuel tanks which is less reactive and less permeable than polyester. I don't know for sure if Bertram actually used vinylester resins or when they may have started using them. No idea what Hatteras used.
I also think that if the source is the tank material (as opposed to gum/varnish/polyvinyls from surface films), there would be interior surface blistering/delamination after a period of time.
